There is a technical service bulletin for this exact concern, please visit your Subaru Dealer and describe the exact same conditions and advise them you were made aware of a known Technical Service Bulletin for The 2019 Ascent and Forester for replacing the Power Rear Liftgate Module

TSB 07-143-18R is not about that. That TSB pertains to the safety reversing mechanism being engaged, reversing liftgate direction mid operation.

Resetting the max height resolves the issue.

What did work was holding the rear gate switch for 10 seconds - it reset the gate and it locked!

Yep! External rear button, for those wondering.

1. Turn off liftgate memory
2. Press and hold the external liftgate button for at least 10 seconds to make the system reset.
3. (optional) Reprogram liftgate memory height if you want.
