To get the 3PMS, the tire needs to meet the minimum traction standard set by the Rubber Manufacturers Association, which the test is ASTM F1805, but has nothing to do with braking or cornering traction.

But... there are different "classes" of 3PMS tires to consider (filtered for the US/Canada market)
All-weather
Performance Winter
Nordic Studless
Nordic Studded/Studdable

Each has different characteristics to consider, since each are designed for different markets/weather conditions.
