Very easy installation. No need to remove rear tires. Just use a small Victorinox knife with Phillips screwdriver. So you can make a right angle to tighten the screws. Took about 30 minutes.

do those flaps use the same OEM holes?

Yes.
No need to drill. Use the original holes.

Does Rokblokz create any additional wind noise on highway speeds? I've looked at them in the past but haven't pulled the trigger.

No obvious noise heard. Probably my music is often too laud.
