Can the in car wi-fi be linked to any carrier other than ATT?

No, it can only be provided by AT&T. But it doesn’t have to be connected to any other plan, such as your phone plan. They have a stand-alone car plan: for I think $20 you get unlimited data in your car.
From their site. Looks like $30 a month for unlimited including $10 monthly access fee.

The $10 is if you DO have an AT&T phone, then you can add the car for $10 to your existing plan. For example if your phone has a 10GB plan, then you can pay an additional $10 / month to let your car use some of that 10GB.
